N + 에다가 N + 까지 is used to say ‘on prime of X, there’s Y’ or that ‘every little thing from X to Y’ has occurred. It requires two optimistic or two unfavourable nouns, and is adopted by some form of outcome or realisation. 겹치다 (to pile up) could be added to emphasize that issues are piling up:

더운 날씨에다가 공기오염까지 겹쳐서 바레인에서는 여름 동안 생활이 불편해요.
With every little thing from sizzling climate to air air pollution, life in the summertime in Bahrain is uncomfortable.

아내가 온두라스에서 일했을 때 국민들이 빈곤에다가 강력범죄까지 겹쳐서 아주 위험한 사는 곳이였다고 말했어요.
When my spouse labored in Honduras she mentioned there was every little thing from poverty to violent crime, so it was a really harmful place to stay.

한국 정부는 요즘 선거에다가 국민들의 시위까지 겹쳐 매우 곤란해졌어요.
As of late the Korean authorities is going through lots of problem, with the election on prime of public protests.

숙제에다가 시험준비까지 겹쳐서 스트레스를 많이 받아요.

두통에다가 목까지 아파서 일하고 싶지 않아요.
